You can't pick a specific area code or city. For verification this doesn't matter: apps check that the number is a valid US mobile number, not where it is.
Many US services send codes from 5- or 6-digit short codes. These normally reach rented numbers, but if a specific app never delivers, cancel after 2 minutes for an instant refund and try another number.
