Access to some advanced API models and features may require verifying your organization, which involves an ID check rather than a phone code. A virtual number doesn't satisfy that requirement.

OpenAI may limit how many accounts can be verified with one number, and a recycled number may have reached that limit. Cancel after 2 minutes for an instant refund and try another. Don't use multiple numbers to collect extra free credits or get around usage limits, which breaks OpenAI's terms.
For your own account, yes. OpenAI's terms and Noir SMS's acceptable use both prohibit creating accounts in bulk, sharing or reselling access, fraud and getting around suspensions. Use the number for a single verification and secure the account with your own email and MFA.
