Steam accounts are created with an email address, which Steam confirms by email. Adding a phone number is optional, and Steam verifies it by sending a code by text. The phone then plays a bigger role than on most services: it helps with account recovery and with removing or moving the Steam Guard Mobile Authenticator, whose login codes are generated in the Steam Mobile App rather than sent by SMS. A Noir SMS number, a carrier mobile number reserved for 20 minutes, can receive the confirmation text, but it's a poor choice as the permanent recovery number for a library you've paid for.

In your Steam account details or the Steam Mobile App, choose to add a phone number, enter it with the country code, and Steam texts a code.
Copy the code from your dashboard into Steam. Steam may also send a confirmation email that you need to approve to finish.
The Steam Guard Mobile Authenticator generates login codes inside the Steam Mobile App; they aren't texted to you. The phone number on your account matters when you move or remove the authenticator, so a recycled number can make that much harder.
When you set up the Steam Mobile Authenticator, Steam shows a recovery code (it starts with R). Write it down. If your phone number is temporary, that code may be your best way to remove the authenticator if you lose your phone.
Because a Steam account can hold years of purchases, the safest setup is your own number plus the mobile authenticator. Never use a virtual number to get around a VAC or trade ban, create alternate accounts for abuse, or for payment verification.

Generally no. Steam Guard codes come either by email or from the Steam Mobile App's authenticator. SMS is used mainly to confirm the phone number on your account and for some recovery and authenticator changes. A temporary number therefore can't serve as an ongoing Steam Guard method.
Steam is known for rejecting VoIP numbers such as Google Voice. Noir SMS numbers are carrier mobile numbers, so they're usually accepted, but not always. If Steam refuses the number or no code arrives within 20 minutes, the rental is refunded automatically to your Noir SMS balance.
You can still log in with your password and Steam Guard, but recovering the account or removing the mobile authenticator may become harder. Keep your authenticator recovery code safe, and replace a temporary number with one you control in your Steam account details while you still have access.
