Once you're signed in on an iPhone, iPad or Mac, Apple shows verification codes on that device, so you rarely need SMS. Consider setting up a recovery contact or recovery key as well.
Your App Store and iCloud country comes from the account's country and payment details, not from the phone number. A +1 or +44 number won't change which store you see.

No. The phone number's country doesn't decide your App Store or iCloud region. That's based on the country and payment information on your Apple Account. Changing your region is a separate process in your account settings and may require a payment method from that country.
