When its anti-abuse system wants more assurance, it shows a human verification step with options such as CAPTCHA, email or SMS, depending on what it offers at that moment. Choosing SMS sends a code to the number you enter. Noir SMS lets you complete that step without giving your personal number: you rent a carrier mobile number for 20 minutes and the code appears in your dashboard. Account recovery is set up separately, through a recovery phrase, email or phone you add yourself.
Yes. Proton Mail sometimes asks new users to prove they're human, and SMS is one of the options alongside CAPTCHA or email. Choose SMS, enter a US, Canada or UK number rented from Noir SMS, and copy the code from your dashboard. If no SMS arrives within 20 minutes, the charge is refunded. Then save your recovery phrase.

Yes. Many Proton users sign up over a VPN, which can make human verification more likely. A Noir SMS number completes the SMS option. If Proton declines the number or no code arrives within 20 minutes, you're refunded automatically and can try a different country.
Check that the country code matches the number and that you didn't add an extra leading digit. If the SMS still doesn't show up in your dashboard within 20 minutes, the charge is refunded automatically. You can also cancel after 2 minutes for an instant refund and try another number.
For your own account, yes. Proton's terms prohibit spam, abuse and bulk account creation, and Noir SMS's acceptable use policy does too, along with fraud and impersonation. A separate verification number fits Proton's privacy focus; just don't use it to create accounts at scale.
